Government Funded Childcare Wage Increase & July 2026 Award Updates

Childcare providers across Australia are navigating major payroll changes due to two concurrent wage events: the Fair Work Commission’s (FWC) July 2026 Annual Wage Review rate adjustments and the implementation of the Federal Government's Early Childhood Education and Care (ECEC) Wage Subsidy program.

Understanding how to apply these wage increases and comply with government funding criteria is essential to safeguard your operations and avoid Fair Work penalties.


1. The FWC 2026 Annual Wage Review Increase

Effective 1 July 2026, the Fair Work Commission has announced an indexation increase to all national minimum award rates. This adjustment directly impacts:

  • Children's Services Award 2010 (Educators, assistants, cooks, and coordinators)
  • Educational Services (Teachers) Award 2020 (Early Childhood Teachers - ECTs)

All base wage rates, casual hourly loadings, and standard award allowances (such as split shift or qualification allowances) must be updated in your payroll software for the first full pay period starting on or after July 1st.


2. The Government-Funded 15% ECEC Wage Subsidy

To address critical staff shortages, the Federal Government has introduced a direct funding subsidy to increase ECEC worker salaries by 15% over two years:

  • Stage 1 (Current): A 10% increase applied to base award rates.
  • Stage 2 (December 2025 / 2026): An additional 5% increase, bringing the total base wage boost to 15%.

This is a funded subsidy, meaning the government reimburses providers for the wage increase, but only if the provider meets strict eligibility requirements.

Eligibility Conditions for the Wage Subsidy:

To receive the funding to pay your staff these higher rates, your center must:

  1. Engage in Enterprise Agreement (EBA) Bargaining: Providers must participate in or opt-in to a multi-employer enterprise agreement or have an active EBA that mirrors the wage requirements.
  2. Cap Fee Increases: To protect families, the government has capped fee increases. For the 2026 period, you cannot increase your average daily fees by more than the specified cap (usually indexed around 4.4%). If your fee increases exceed this cap, you forfeit the wage subsidy.
  3. Pass-Through Rule: 100% of the subsidy funding received must be passed directly to eligible staff in their pay cycles as additional hourly rates.

3. Provider Checklist for July 1st Compliance

To ensure your center transitions smoothly and maintains eligibility for both standard awards and government subsidies:

  1. Verify Your Fee Caps: If you are planning a fee increase for the new financial year, run a calculation to ensure it sits safely below the government's subsidy fee increase cap.
  2. EBA Status Review: Consult with your workplace relations specialist to verify that your EBA or multi-employer agreement meets the department's requirements for the ECEC wage stream.
  3. Roster Integration Audits: Update your wage templates in Deputy or Tanda. Check that casual loading (25%) and superannuation (11.5%) are applied to the new higher base rates, as underpayment claims are calculated on total package values.
